On January 14th, just less than a week before officially taking office, US President Biden signed this noteworthy directive aimed at accelerating the construction progress of data centers in the country to ensure its leading position globally in the realm of artificial intelligence. He stated, "The current focus is on requiring the establishment of comprehensive AI infrastructure within a specified timeframe to ensure we stay ahead of competitors who are already fiercely competing in AI development and application." To achieve this goal, the directive mandates federal agencies to expedite large-scale AI infrastructure development on government properties and provide additional safeguards for developers involved in these projects. It also requires agencies to open up federal sites for new data center constructions and promote clean energy initiatives supporting sustainable AI technology development. Upon signing the administrative directive, Biden mentioned, "Cutting-edge AI technology will have profound implications for national security and holds immense potential to improve the lives of Americans. Whether it's assisting in disease treatment or safeguarding communities by mitigating climate change impacts, the prospects for AI applications are vast." Additionally, earlier this month, the US and India signed an agreement regarding AI investment and protection. Officials from both countries plan to jointly formulate an intergovernmental framework to foster mutual investments in AI and coordinate protective measures surrounding the spread of this technology. This collaboration aims to further strengthen cooperation and exchange between the two nations in the AI sector, driving innovation and development collectively. Notably, Biden had signed a comprehensive AI directive in 2023. However, former President Trump expressed dissatisfaction with it and planned to rescind the directive. Trump argued that the regulation hindered innovation and stressed the need for more flexible and innovation-supportive policies to bolster AI technology growth. In 2019, Trump issued the first administrative directive addressing AI technology, prioritizing AI research and development among federal agencies. David Sacks, a prominent figure in the AI field appointed by Trump and a well-known regulatory commentator, also shared his views. He pointed out, "While foreign markets are rapidly establishing power systems necessary for next-generation computing facilities, the prolonged deployment schedules of new power capacities by American utility companies could lead to billions of dollars in technological investments flowing overseas. We must accelerate infrastructure construction to maintain America's leadership in AI."
